The Steps to add a profile picture on the computer.

  1. Login to your Twitter account.
  2. Click the "Profile" icon on the left, above the "More" icon.
  3. Click the "Edit Profile" button above the cover photo.
  4. Click on the camera icon on profile picture
  5. Double-click on the picture you want to use from your computer.
  6. Adjust the size to how you want the image to fit and click "Apply".
  7. Then click the "Save" button.

The Steps to add a profile picture on mobile.

  1. Login to your Twitter account.
  2. Tap the Profile Picture.
  3. Tap the "Profile" button under your account info.
  4. Tap the "Edit Profile" bottom above the cover photo.
